Broadly speaking, it is best to run a workshop about managing external resources:

• after the decision to outsource has been made and announced,
  
  
• after the vendor managers have been assigned and informed about their new roles, and
  
  
• before the vendor managers take on these new roles.

Once these managers know that they have a position in the new organization and what their roles will be, a workshop can be planned and delivered.
